» ESF programme “Preparation of Study Materials for Students with Special Educational Needs” (2008-2013)

The purpose of the ESF’s “Preparation of Study Materials for Students with Special Educational Needs” programme is to improve the quality of education and access to education for students with special educational needs. The programme activities will help prevent school dropout and ensure equal educational opportunities.

In the course of the programme, textbooks conforming to the simplified national curriculum and the national curriculum for students with moderate and severe learning disabilities will be prepared: basic textbooks, electronic supplementary materials and teacher’s editions. The persons in charge of preparing the study materials will be trained, a model will be developed for the system of preparation of study materials, and the implementation of the study materials in schools will be supported.

The programme’s target group consists of pupils with special educational needs, teachers and specialists at educational institutions, authors of study materials and specialists related to developing the system of resources for students with special educational needs.

Preparation and publication of textbooks for students with special educational needs in Estonia have thus far been haphazard, there are few textbooks; the existing materials are out of date, and there is a lack of specialists and budgetary funds for preparing materials. Yet many countries have centres and publishers where study materials of a good calibre are produced in systematic fashion for students with special educational needs. These resources can be adapted to Estonian conditions and needs, and made available for teachers, students and specialists.

Primary programme activities:
1. Subject-based working groups will be formed, which for each core subject will prepare new textbooks, update existing ones or adapt textbooks which were published abroad and are suitable for translation. In addition to the primary study materials, electronic supplementary materials and teacher’s editions will be prepared as well.
2. A model will be developed for the system of developing resources for students with special educational needs.
3. The website www.hev.edu.ee will be developed, which will act as a centre for information on the resources being prepared. Through the website, electronic supplementary material and teacher's materials will be made available to target groups. Among other things, key information on special educational needs will be available.
4. The persons preparing the study materials will be trained.

The programme for development of study materials for students with special educational needs is being implemented by the National Examination and Qualification Centre. The total cost of the programme is 25 million kroons, and the programme is funded by the Estonian government and the European Social Fund.
