» Certificates on completing the Estonian language proficiency examination and the examination on the Constitution and the Citizenship Act of the Republic of Estonia now issued electronically

Since 1 October 2010 the National Examination and Qualification Centre has been issuing the certificates on completing the Estonian language proficiency examination and the examination on the Constitution and the Citizenship Act of the Republic of Estonia electronically. Paper certificates are no longer issued.

The electronic certificates are accessible via the state portal www.eesti.ee  where they have been made available for downloading as well. However, it must be pointed out that downloading the certificates on completing the Estonian language proficiency examination and the examination on the Constitution and the Citizenship Act of the Republic of Estonia is not compulsory. The individual who has passed the examination will be sent the results and the unique number combination of their examination certificate to their postal or e-mail address. In order to prove language proficiency to one's employer, for instance, presenting one's examination certificate number and personal identification code will suffice. On the basis of these two numbers the employer will be able to check the validity of the certificate via the state portal.

Relevant officials (such as language inspectors, notaries, employees of the Citizenship and Migration Bureau of the Police and Border Guard Board) have also been enabled quick and easy access to the electronic examination certificates.

The electronic certificates have the same legal effect as certificates issued on paper. Each electronic certificate is supplied with a digital seal guaranteeing the authenticity of the document.

All certificates that have been issued on paper so far will remain effective; starting from October 2010 the National Examination and Qualification Centre has been replacing all lost or damaged paper certificates with electronic ones.

In addition, explanatory notes and necessary instructions are added personally to each examination notice and examination completion notice as well.
