Since 2009, the state examination certificates issued to upper-secondary school graduates in Estonia are in the electronic format. The electronic state examination certificate can be downloaded through the State Portal at www.eesti.ee. The ID-card or an Internet bank user ID is required to be able to download the certificate.
The electronic state examination certificates have the same legal force as the hard copy certificates issued in the past. The electronic certificate bears a digital watermark to verify the authenticity of the document. Schools and employers can check the validity of the certificates via the State Portal. The authenticity of a certificate is checked using the unique code on the certificate.
The certificate can also be printed out, if necessary. If a person wants to study or work abroad, it is possible to certify the printout of the electronic state examination certificate with an apostille. This service is provided by all the notaries operating in the Republic of Estonia.
The e-certificate of completion of state examinations is convenient for users and facilitates paperwork for schools as well as students. In general, admission documents required by Estonian universities are submitted through SAIS (the Admissions Information System). SAIS will automatically supply all the relevant details and information available in the EHIS system (the National Education information System). This way, applicants do not have to submit the e-certificate as a separate document.
